The VA Home Loan program, backed by the U.S. Department of Veterans Affairs, is one of the most valuable benefits earned through military service. It allows eligible veterans, active-duty service members, and surviving spouses to purchase a home with no down payment and no private mortgage insurance (PMI)—saving thousands over the life of the loan.

Texas takes care of its veterans. The Texas Veterans Land Board (VLB), established in 1946, offers some of the best land and housing programs in the nation exclusively for Texas veterans. These programs provide below-market interest rate loans that can be used alongside—or instead of—a VA loan.

VLB Housing Assistance Program

Up to $726,200 for home purchases at competitive, below-market interest rates. Can be combined with VA loan entitlement for maximum savings.

VLB Land Loan Program

Finance up to $150,000 for land purchases in Texas with a minimum 5% down. Build your dream home on Texas soil.

VLB Home Improvement Program

Borrow up to $50,000 for home improvements at below-market rates. Upgrade, repair, or renovate your existing property.

Disability Rate Reduction — The 0.5% Advantage

Texas veterans with a 40% or greater service-connected disability rating qualify for an additional 0.5% interest rate reduction on VLB loans. Over a 30-year mortgage, this can save tens of thousands of dollars.

Example Savings:

On a $400,000 VLB housing loan, the 0.5% disability reduction could save approximately $45,000+ in interest over the life of a 30-year loan.

VLB Eligibility

  • Must be a Texas resident at time of application
  • Must have served at least 90 days of active duty (unless discharged sooner due to service-connected disability)
  • Must not have received a dishonorable discharge
  • Texas National Guard members with 6+ years of service may qualify

TSAHC Programs for First-Time Homebuyers

The Texas State Affordable Housing Corporation (TSAHC) offers down payment assistance programs that can dramatically reduce your upfront costs. These programs are available to first-time homebuyers and veterans purchasing in Texas.

Homes for Texas Heroes

Specifically designed for veterans, teachers, police officers, firefighters, EMS, and corrections officers. Offers below-market interest rates and down payment assistance of up to 5% of the loan amount.

Home Sweet Texas Home Loan Program

Available to all Texas homebuyers who meet income and purchase price limits. Provides a 30-year fixed-rate mortgage with down payment and closing cost assistance.

The Property Seller

Selling in North Houston? Your market readiness and understanding of VA appraisals will determine your timeline and your equity.

Market Readiness Checklist

For Sellers in The Woodlands, Conroe & Spring

Roof Condition Assessment

High

Ensure the roof has at least 3-5 years of remaining life. Missing shingles, leaks, or visible damage can delay a VA appraisal. Consider a pre-listing roof inspection.

Mechanical Systems Check

High

HVAC, plumbing, and electrical must be operational and safe. Replace HVAC filters, fix any dripping faucets, and ensure the electrical panel is properly labeled.

Foundation & Structural Integrity

High

Look for cracks in the foundation, doors that stick, or uneven floors. In North Houston's clay soil, minor foundation issues are common—address them proactively.

Peeling Paint (Pre-1978 Homes)

Critical

If the home was built before 1978, peeling or chipping paint is a mandatory repair item for VA appraisals due to lead-based paint concerns. Scrape, prime, and repaint affected areas.

Standing Water & Drainage

Medium

Ensure proper grading around the foundation. Standing water under or near the home will flag on a VA appraisal. Clean gutters and ensure downspouts direct water away from the structure.

Pest Inspection (Wood-Destroying Insects)

High

Texas requires a WDI inspection for VA loans. Schedule a termite inspection before listing and address any findings. This is typically seller-paid in VA transactions.

Working Appliances & Utilities

Medium

All built-in appliances, water heater, and utility connections should be functional at the time of appraisal. Non-working appliances can create issues.

Smoke Detectors & Safety

Low

Install smoke detectors on every level. Ensure handrails on stairs are secure. These are simple, low-cost items that prevent appraisal flags.

Understanding Minimum Property Requirements (MPRs)

Most agents don't explain this to sellers—but it's critical. When a buyer uses a VA loan, the property must meet Minimum Property Requirements (MPRs) as outlined in VA Pamphlet 26-7, Chapter 12. If the property fails these requirements, the deal can be delayed or fall through entirely.

What the VA Appraiser Checks

  • Structural soundness (foundation, walls, roof)
  • Adequate heating (and cooling in Texas)
  • Safe electrical and plumbing systems
  • Adequate access and egress to the property
  • No health and safety hazards (lead paint, mold)
  • Adequate water supply and sewage disposal

Common MPR Fails in Houston

  • Roof damage from hurricane season
  • Foundation issues (clay soil expansion)
  • Peeling paint on pre-1978 homes
  • HVAC systems past useful life
  • Standing water / poor drainage
  • Termite/WDI damage (common in East Texas climate)
